The Scale transformation engine resizes images that are contained in records. For example, you could resize the keyframes extracted by the Keyframe analysis engine or the images of faces detected by the Face detection analysis engine. The engine also scales metadata that refers to the position of an object in the video frame, so that the positions remain correct after the image has been scaled. For example, when you resize images of faces, the metadata that describes the bounding box surrounding the face is also scaled.
